Requirement to change security code in 60 minutes?

Received this message interrupting my ability to use my personal, non-networked phone on start-up today.

iPhone 6 Plus, iOS 9.3.1

The following recent previous discussion may help: I was just prompted to change my passcode within the next 60 minutes on my iPhone 6?? Ive never had this occur, please help!
