how do I stransfer contacts from iphone to icloud program on my laptop windows 10, when I go into the icloud account there are no contacts?

Yes thats right, I have backed up my phone on icloud, I tick all the boxes when I open Icloud on my laptop runnings window 10. where do the contacts come from ? my phone or outlook??

If your contacts are not displayed on iCloud.com, you have not successfully enabled iCloud on any of your devices. Your statement, " I have backed up my phone on icloud" leads me to that conclusion. If you have an iCloud account, and your iPhone is signed in properly, you should already have some of your iPhone contacts displayed on iCloud.com.
On your iPhone, go to Settings>iCloud>...is "Contacts" enabled?
Currently, your contacts appear not to be enabled on any of your devices.
