I know you said you have not purchased iTunes Match but have you checked in Settings > Music and make sure that iCloud Music Library is turned off. That is what would prevent you from syncing your music to your iPhone. Take a look at the article below for more details about this.

Now to make sure that you are not subscribed but to make sure, I would suggest looking at your subscriptions to see if that is the case. Take a look at the next article and look at the second half of it to turn off automatic renewal.
