why can't i add music to my iTunes

I have restarted my computer, i updated iTunes and i still don't know what to do. I downloaded music, I'm trying load it to my music on iTunes and it won't add. I have try adding by going to the drop down and selecting add to library and I've tried dragging it on. Its strange, It puts it into my playlist section of my music but it won't add to my music so i can add it to my phone. HELP!
