I'm using Icloud as back up tool for me and my family. Photos are share automatically to all the devices, although "Upload to my photo stream" is turned off.
how can I make sure that the photos are backed up on icloud but NOT sent to all devices automatically ?

iCloud is perhaps better thought of as a syncing tool rather than off device storage
If you want to store but not sync the images to all the devices you may want to look at Google Photos or Upthere.com

Yes.
It is not designed to do what you want. It never was.
