Hi,

If a carrier is not supported by Apple, which sector in Apple should he contact?

There are thousands MVNO small carriers around the world. They have their radio network infrastructure and maybe 5000-10000 subscribers under the network. How could the carriers let the subscribers enjoy the advanced features of IPhone, such as VoLte? I believe Apple should be wise enough to solve such a happy issue.

None. If the carrier isn't supported, then Apple will not assist. Plain and simple.

Does mean Apple want to discard the small MVNO?

Or,

Is there any method for such a MVNO to make IPhone(activated with Volte) join their network without Apple's help?

No, an unsupported MVNO cannot join the network without Apple's help.

An unsupported MVNO can contact Apple using the Contact Us link

from the bottom righthand corner of every page in this forum to

discuss becoming a supported network.
