FaceTime will not activate

ive had an iPad mini 3 for a year and for all that time I cannot use FaceTime (annoying).

time zone is on auto and correct. Device software is up to date IOS 9.3.1. I cannot turn FaceTime e or messages on or off as suggested in some troubleshooters as I only get the log in apple I d and password , I do not have any of the "you can be reached at " stuff. All I get is "an error occurred during activation, try again later".i have an Apple ID and ca n use FaceTime from my iPhone?. Any clues out there....would live to use FaceTime to speak to family in Denmark,
