Bartender and SIP

To remove the Spotlight menu icon, Bartender wants me to temporarily disable SIP.

Is this something that is common, or something that no application should be asking?

i.e. Is it safe (depending on the app that requests it)?

You should not disable SIP. It is one of the new (and very good) safety rings in ElCapitan.

Instead you should uninstall Bartender: it does not do anything for you that is not already in OSX.

Why would you remove the Spotlight icon from the menubar? If you want no Spotlight at all, just uncheck everything in the Spotlight settings in SystemPreferences, and in the Spotlight privacy tab add all disks that are connected to the mac.
