What is the best OS for Macbook pro 13.3 mid 2010,
currently i am using OS X El captian and it is extremelly slow. please advise which is the best OS for it to be able to work properly.

Snow Leopard was one of the most stable OS Ive ever used, but you will not have a lot of features. Mavericks is in the middle, has most features and is still pretty stable. I would, however, try reinstalling El Capitan, or deleting some files to free up space.

My MacBook Pro is July 2010.
Have been running El Capitan since the beta, and it runs fine (Adobe Illustrator, PhotoShop, MS Office, etc).
I think you probably need 8GB RAM to sensibly use El Capitan, from what I've heard. One of the reviews echoed what you described, and they then upgraded RAM to 8GB and the problems went away.
Yes, 8GB of RAM is more realistic.
Installing an SSD would also help your cause with El Capitan. I have a Crucial SSD (plus 8 GB RAM) in my 2010 MBP and it does make a noticeable difference.
