why is icloud file management such a pain in the a**?

hi, whenever I need to move a pages/numbers/preview file from user/documents/ to the respective folder in icloud it doesn´t work. the folders just won´t show up on some of my macs, on others they will- it´s kind of a whatever they feel like situation which is unacceptable.
