Q: Impossibile to activate iCloud Drive

I have a iPhone 6S 64GB (iOs 9.3.1)

In Preferences -> iCloud I don't have the iCloud Drive preference..

How it's possibile to activate iCloud Drive over my Device ?

First, are you signed into iCloud?

Set up iCloud Drive on all of your devices - Apple Support

Ok - maybe I am completely misreading this but it looks like you have iCloud drive active and can open it
Are you not able to save anything this location?

iCloud it's open but iCloud Drive not..
For example WhatsApp it's not able to save the backup chat in my Drive because, for WhatsApp, the drive it's not active on my device

You don't back up WhatsApp data to iCloud Drive. You back it up to iCloud. They are 2 different things.

For my, my iPhone its' NOT logged into iCloud Drive...
But I don't say how to log in because it's not present the toggle in my iCloud Preferences (on my iPhone)

OK... so WhatsApp does use iCloud Drive it seems. They don't refer to it in their directions. Poor documentation.

I would suggest you restore your phone to default settings to see if the iCloud Drive icon will be reset.
