Photos show GPSTimestamp one hour low?

Using Irfanview I'm looking at photos I've taken with my iPhone 6S+ recently. In the EXIF Info window I see the 'Date TimeOriginal' and 'Date TimeDigitized' are identical as usual and show the correct local time. For example they show 2016:04:03 13:10:34 for a photo taken at about 13:10 today. That's 13:10 GMT. Yet the GPSTimeStamp shows 12 10 33.99, i.e. 12:10:34


(My iPhone is showing the correct time of day.)


GPS uses GMT (UTC), so I don't understand the one hour difference!
