I was making an in-app purchase for a game I have for my granddaughter. As I was clicking the confirm to buy she touched the most 21.99 package that I was NOT buying. It went to the download screen and I cancelled but does that cancel the purchase? Does it change the purchased item after I see the confirm to buy screen.?

Have you looked at that account's purchase history : See your purchase history in the iTunes Store on a Mac or PC - Apple Support ? Does it show on it ? If it does then purchases are considered final but you can try the 'report a problem' page to contact iTunes Support and see if they will refund or credit you : http://reportaproblem.apple.com
