Voice Control not working.
I can't open Voice Control on my 5S. And yes Siri is turned off. Hold down Home button but nothing happens.

You want Siri turned on if you are trying to do things with your voice. That is exactly what Siri used for.
Are you referring to the accessibility feature called Voice Over? That is a completely different feature.
I want to use voice control with my bluetooth earpiece when driving to make calls. As it is it opens Siri which doesn't work as I am not connected to Internet in my car. Strick hands-free laws where I live
Is your phone not allowed to be connected to the internet while in your car?
Any iPhone with a data plan can connect to the internet unless you have disabled data manually.
I don't think there is any way to control what you do on your iPhone without Siri, or without touching the actual phone.
There is no "offline" controller built into the iPhone. Maybe there is an app?
I'd rather not always have my Data on. I thought using Voice Control would be a good option. In the documentation for iOS 9.3 they clearly say that you can use it...they even give a page of commands that it recognises. The only caveat is that Siri needs to be disabled. You can even watch a YouTube video of someone demonstrating it.
However...it doesn't work on any other 5S's. Maybe it was removed in last update? Odd. Oh well...data back on when I'm driving, I guess.
