how to permently delete apps

The Deleting Apps setting makes perfect sense, it's under the 'Allow' heading - so with Deleting Apps 'on' you are saying allow apps to be deleted, when you had it set 'off' you weren't allowing apps to be deleted

You can't. All the apps/books/jingles/movies/etc. you have acquired with your AppleID remain associated to it forever as long as they exist in the App Store inventory. Note that rights-to-use are linked to the AppleID, not the devices. However, you can hide them: Hide and unhide purchases in iTunes or iBooks on your Mac or PC - Apple Support

What exactly do you mean by 'permanently cancel', and 'ever album the app from the iTunes store' ?

If you've subscribed to something in the app : View, change, or cancel your subscriptions - Apple Support

Apart from that you can delete the app from your iPad and from your computer's iTunes library, and you can hide it from the cloud (so that it doesn't show in the Purchased sections for redownloading) as per the link in Courcoul's post above

You won't for built-in apps, if you aren't get it for downloaded apps then check to see if you've got Settings > General > Restrictions > Deleting Apps set 'off'

Since my last update - my apps don't wiggle anymore.

How can I delete them ?

I tried this BUT the apps only shake now - there is no X to delete them.

My little grandson put a lot of game apps on my iPhone & now DELETE doesn't work anymore.

Have you tried a soft-reset/reboot of the phone to see if you can delete them after the phone has restarted ? Or can you delete them via Settings > General > Storage & iCloud Usage > Manage Storage ?

Neither worked.

In "Manage Storage" there wasn't a place for Deleting them once I clicked on each.

Now - all of this is on my iPhone.

On my ipad I was able to delete them the old way (holding down the app icon until it started to shake & clicking on the X).

It's my iPhone that doesn't have the X anymore.
