I already pay $0.99/ month for 50GB storage, and now my phone is saying it's full with 5GB? Was mine deleted and do I have to buy it again?

Have you explored every detail of Manage your iCloud storage - Apple Support ?? Only you can decide what you have already done in terms of iCloud storage & what you can get rid of.
If you are paying for 50 GBs and only uploading about 5 I would call Apple Support and ask them about it. It may be a glitch on their end.
much reading between the lines? OP seems to have clarified by saying "My phone is telling me that my iCloud Storage is full though..."
