WWhat can I do other than thrm use different iCloud accounts ?

All I can suggest is to use different Apple IDs and then enable Family Sharing.
Turn off "Calls on Other devices" on each iPhone.
Settings->Phone->Calls On Other Devices.
You can turn it off completely, or on a by device basis.

My daughters share the same iCloud account with family share.Since the last iOS update whenever they are connected to the Internet a phone call to either of their phones results in both phones receiving the call even though they have different number
