Problem downloading Free Apps.
iPad Wi-Fi 32GB iOS 9.3.1
Each time I try to get a Free App and press Install - I get a window request to verify my password and then another window to insert my credit card details.
Why is this ?

Is what 'apples answer for everything' ? No answers on here are from Apple, we are fellow users.
Whether payment details will be required on an account will depend upon how you created the account (e.g if you used these instructions : Create or use your Apple ID without a payment method - Apple Support ), and what sort of account it is - generally payment details can be removed after they are entered (as long as they are valid details), but a family organiser has to have a valid payment method on their account
You must have a valid iTunes/App Store account even for free downloads.
It is possible to setup an account without a credit card.

Strange that when I purchased my iPad a few weeks ago, I managed to download some free Apps without being asked for credit card details ie couple of free games plus emails app.
I will now try again by following your instructions.

Is it possible you were logged in with a different Apple ID or App Store account when you succeeded with the downloads?
Yes. Shortly after the initial set up of my new iPad I did have to change my password for some reason.
This would now explain why I get the new message to verify my account ?
I am on a long learning curve with iPads.

I Have this same problem, which just started about a week ago, but with my iPhone 5c. I can't download or update any iTunes apps without always verifying my card informatio. The card I have on there currently has only a few dollars on it, but even when attempting to download or update FREE APPS, it won't allow me to go any further than checking the information for mistakes, it telling me "my funds were declined" and no update/download for me... FOR FREE APPS!
If you have a card on your account it has to be a valid card and accepted by iTunes validation, whatever you are trying to download. Either replace the card with a valid one, or log into the account (not when trying to download something) and see if you can remove it
