Read the EULA, go to section O. If you want a refund speak to the manufacture of the drive.
If the drive required 3rd party utilities remove them, any 3rd party utility needed by the drive to operate inside the OS is not recommend.

The external hard drive is working perfectly fine in PC and old Mac. In EI Capitan, it does not show up even in DISK UTILITY.

I am not the only one having this problem.

I am not "on behalf of Apple product", no one here is.
I did read your post and you apparently glossed over the part where I asked you to try going to terminal to determine if the Macintosh system sees the drive on some level, not the GUI Disk Utility application which you started had already used in the OP.
My self and others here have external hard drives from different manufacturers connected to mac running 10.11 and they appear to work. If Apple universally broke 10.11s ability to use external drives everyone would have the same problem, and the number of reports to this would be closer to the number of users with these setups, that does not appear to be the case. The reports like yours are sporadic and can often be traced back to a number of things outside 10.11. It works on the other mac, are these two machines identical in every way? The problem is the drive you own is having an issue that needs to be determined. If you think Apple should be the ones to fix it use the link I provided at the top.
