The notes app on my iPad pro version 9.3.1 does not allow me to draw with the apple pencil? The squiggly line does not appear in a new note

From what you describe, it sounds like you need to upgrade the Notes app to use the new features. I would close out the Notes app and then reopen it to see the Upgrade option. Take a look at the article below for more details on the new features of the Notes app.
