re-install Pages on new iPad after changing AppleId

I have an issue where I lost my recovery key used for my AppleId. I was not able to recoverdue to no other devices. Created a new AppleId. I purchased a new iPad and sync the old iPad to the new one. Some apps need to be updates, an example is Pages, Numbers, etc. These were free when I purchase the previous iPad. Since, I'm using a different AppleId, I'm unable to update these apps. If I delete and tried to add as new, I need to purchase.

Is there a way to update the apps that are tied to the old AppleId to my current AppleID
