How to bring back taskbar that is missing in landscape mode?

I've had this issue for ages. Don't even know whether it's just a bug or that it is a systematic thing within ios. Whenever I use my phone in landscape mode, the taskbar disappears. This is the same regardless of the app that I used so it must be the operating system itself. Please, could anyone direct me to get it back? I like using my phone in landscape mode but without the taskbar I have to put it in portrait to use it to catch a time or go to the top of the page or see my battery indicator which is actually extremely frustrating. Thank you.
