When I try to set up my iCloud mail etc. I get an error saying "There was e=an error connecting to the Apple ID server."

When I try to set up my iCloud mail etc. I get an error saying "There was e=an error connecting to the Apple ID server." I am on MBA, OS X El Capitan10.11.4.

BTW, I am also having trouble connecting to iCloud mail from my iPhone 6s Plus.

It is not a case of incorrect or forgotten password.

MacBook Air (11-inch Mid 2011), OS X Mountain Lion (10.8.5)
