What to do when recieving 4013 error code

my hone is stuck at the connect to itunes message. when i plug in my phone it registers being pluged in and only gives me options to restore and update or just update. Neither option is working because i continue to get the error code 4013. what do i do. I have force reset it once before but it is not giving me that option now.
