You could take the device to an Apple store (or authorised reseller) for assessment and repair. Apple do not sell spare parts.
If you want it to work again, then I would recommend the Apple Store Genius Bar.

Apple does not sell parts. So, if you want a new OEM screen, you have to go to Apple or an Authorized Apple Service Provider.

Also my iPhone 6 16GB iOS 9.2.1 has low volume when I plug in any type of earphones. The music is very low that I have to raise the volume to seven to at least listen to the music normally like on my 3GS. What is the problem and how do I fix it?
Given all the other problems with your phone, I'd guess the phone suffered some sort of impact. That could cause all sorts of damage. Have the Geniuses check it out when you take the phone in for the other repairs.
The iPhone was cracked and bent, I told the guy who broke it that it wouldn't work no more, he sold it to me for $50 without Touch ID. I had a iCloud locked device and just switched the frame, motherboard, buttons, home button and screen. The original speaker sounded awful so I swapped it.
I get it. You're looking for a cheap way to repair it, and you probably believe going to the Apple Store is not the cheapest way to go. It is the best way to go, however. I have had other Apple Consultants recommend the IFIXIT site, but even they don't have the touch ID sensor, only the home button. Sorry.
Each TouchID sensor is "married" to its phone's encrypted Secure Enclave that holds the contents safe from all prying eyes (FBI included). Once the link is broken, TouchID is disabled to prevent intrusion. Only authorized service providers have access both to "blank" TouchID sensors as well as the methodology to link again to a specific phone and restore the integrity of the Secure Enclave, thus restoring TouchID functionality.
I don't plan to fix it cheap, I want it original but custom like a lighted apple logo on the back. By the way, I know it is $109 for the screen but how much is the Touch ID replace?

Only Apple can replace a Touch ID. If you've already done work on the phone yourself or had work done by someone not authorized by Apple, Apple won't work on the phone.
It doesn't matter how much I pay Apple?
