I owed 2 air Ipad, sometime I took pictures from this airpad, the pictures also showed in other Air pad, why is not do that all times?

If you are syncing photos between your iPads via iCloud try this.
On both devices tap Settings > iCloud > iCloud Photo Library
Toggle iCloud Photo Library off then back on.
Give iCloud a few minutes to re sync your data via Wi-Fi.
