OSX Server El Capitan - iCal default alarm

A new install of OS X Server (El Capitan fully updated) being used for the Calendar service.

When users create an all day event in Apple Calendar the alarm defaults to "1 Day Before (9AM)".

Alerts are turned off for all day events in Apple Calendar's Preferences > Alerts.

An all day event on "My Computer" or iCloud does not enter an alarm, only an event created on the server.

If I enter an all day event using BusyCal there is no alarm set. There are too many users and issues to switch to BusyCal.
