My iPhone 4S on iOS9 was stolen from me as I was boarding a bus the other day, however it does not have Find My iPhone installed so I can't delete my data. The device does have a passcode, however it is relatively easy to guess. Is there a possibility the thief could access my notes/photos? There are many screenshots containing unchangeable confidential information on the device, and I'd much appreciate it remaining that way.

Sorry to say but yes there is a possibility the thief could access the data if the passcode is easy to guess. Not much that can be done about it without Find my iPhone enabled.

Correct, without the passcode they will not be able to access the data.
So if they do not get my passcode they won't be able to extract my pictures onto their computer? I read an article earlier of a person saying that when they plugged their locked iPhone into their PC they could easily access the pictures, is this true?

no
No - they have to correctly guess your passcode to get into the phone
Also is your data set to erase after 10 unsuccessful tries? If yes - then chances are smaller
If that setting is not enabled - then, especially if there is a 4 digit passcode - higher chances to get in
I cannot remember whether the data will erase after this, but do you think the thief would be interested in my pictures?

Regarding the article don't believe it, it is not true
When you say you don't have Find My iPhone installed, do you mean you didn't turn it on? It comes with the device - there is nothing to install. You just need to be signed into iCloud on the device, and have the option turned on under Settings>iCloud.
