icloud downloading deleted photos

I know it sounds insane, but I've deleted every photo from the phone & the shared folders, even emptied the deleted ones, yet every time I take more photos & download them through icloud (to my PC), I keep getting some photos I took a month back and deleted from the phone along with all the others. Where are they coming from???
