New to iPhone and have iPhone se is it supposed to be on VPN

I Just purchased my first Apple iphon and I have SE. In the settings I see it's not set on VPN, Should it be? Don't know what I'm supposed to do

iPad Air, iOS 9.3.1, Also iPhone SE

If this is your personal iPhone, it should not use VPN. If it was supplied to you by an organization (such as your employer or school), then it may well need VPN. You should check with your organization's IT administrator.
