I was on the home screen of my iPhone 5S and a prompt popped up telling me that I had 60 minutes to change my password? Why??? It's running IOS 9.3.1

We have been seeing this behavior from time to time - I am presuming your phone is not under any corporate governance from your work IT - reason I mention this because they (work IT) can force a password change if such is their policy
It does not appear to be malware or scam
People have dealt with it in one of a few ways
1. Hit cancel to make the prompt go away
2. Follow the prompt and change the password but then reboot the phone and change it again
