How could I fix location (country) in Apple ID?

Whenever I change country location to Nepal in Apple Id, it doesn't stay and redirects to United Kingdom as country, every time I log for next time after changing the country location to Nepal. This has prevented me from downloading the apps and upgrading the software. How could I fix it? Furthermore, 'None' options do not appear in Payment Information. It only displays Visa, Mastercard and American Express. Why 'None' option is not displaying?
