icloud stopped downloading photos onto PC

I have icloud version 5.2 installed on my Windows 10 computer.

All has been well since the recent icloud update, photos that I take on my iPhone 6s has been syncing to my PC's iClouds photos/Downloads folder.
But all of a sudden last week icloud just stopped downloading new photos to my PC (This has happened many many many times all the way since my iphone 4 days).
However this time I really can't get it to start up again no matter how many times I sign out/in my icloud, uninstall/reinstalled icloud software itself, created a new folder for it to sync to, I even followed online advice of deleting contents in %appdata% \Roaming\Apple Computer\MediaStream\ with no luck.

Nothing works! I've suffered this problem all the way since 2010, it was never fixed, just somehow works again intermittently.
Please if anyone could help I'd really appreciate it.
