hi, my iphone was stolen yesterday, is there anyway that i can access my saved voice memos through icloud, icloud drive or itunes? or any other way?

Unfortunately voice memos aren't a part of the iCloud compliment of apps, unless you recorded a video which will then be in the Photos app on iCloud.
so if i log back into icloud on a new device, they wont be there?
