I see that you are wondering why iTunes Match keeps asking for credit card info, while you have credit on your account. This is because the iTunes Match subscription needs to have a valid payment method on file. See the following from the setup article on iTunes Match:
You might be asked to validate your billing information. After you add a valid payment method, click Subscribe. You can use store credit to pay for your iTunes Match subscription, but you must also have a valid payment method on file.
