II've been enrolled in apples two step verification for awhile but want to switch to the more secure two factor authentication release in iOS 9. ive tried unenrolling and reenrolling to no avail. Any hints?

Two-factor isn't "more secure" as you put it. They're both secure methods of keeping your account safe. I have managed to stay with 2SV over moving to 2FA. Are you turning off the 2SV first?

Yes, I have tried turning of 2SV then signing back up to no avail.

I am still on 2-step and would like to change to 2-factor. Can I ask you how you managed to make the change. Was it just a matter of turning off 2SV and waiting long enough for 2FV to be offered, or was there something more?

two factor is more secure, which is why apple is pushing the change. The problem with two step is that the sms messages being used to send verification codes can be spoofed fairly easily
