My iPad is 4th, after upgrade to iOS 9.3.1, I can not use ebay app, can not sign in eBay. Many people have the same my issue.

Please check to see if you are spelling the username and password correctly and caps are off - spaces count as a character as well
Delete the app from the device
Try a forced restart - After shutting down all open apps using the app switcher - invoked by quick double press of the home button and swiping up on each app till it flies off the screen.
Hold the sleep/wake and home buttons down together till you see logo - then release and allow normal boot up
Redownload the app

Thanks for your help!, I did follow your guide, but still not. When I open eBay, it show only blank screen (This is abnormal screen), if normal, the screen show many product imediately for customer shopping and sign in very quickly. With blank screen, sign in can not.
After you updated the iOS, did you update the eBay app in the App Store?
