Same as any file, folder or package - drag it to the new location then double click on it to launch Aperture - and for OS X 10.11.4 you must have Aperture 3.6

Don't forget to make a current backup before you try to move the library.

if you relocate the library to a different drive, dragging it will create a copy and not move the library

Test it thoroughly in the new location, before you delete the original version you copied to the new drive.

Is your Aperture library managed or referenced?

If you are using a referenced library, you will probably want to move the referenced originals as well to that new drive.  After you moved the library select all referenced images and use "File > Relocate originals" to move the originals to a folder on the different drive.
