What we have thus far stumbled on:
1. It is not a malware attack or scam
2. It is most likely an iOS bug
3. You can cancel and make it go away
4. Or you can change your password - then once done - go back in and change to another password and force restart the phone

Are you sure its not your PASSCODE its asking you to change
Just change your passcode to a 6 digit one.
I did this about 6 months ago no problems .
