Can't update to new software neither download applications

I haven't use the iPad since while ago and now I just got it last week and it doesn't let me update the software neither download any application and it works quite slow... It the iPad mini and it worked perfectly... i've tried everything...



Help!

If possible restore to factory default using iTunes - this will install the latest possible software on the device


Reset your iOS device to factory settings - Apple Support


Also -


1. Check to see Settings - General - Restrictions - downloading apps - set to OFF (white)

2. You are signed in with the same Apple ID as was used to download the apps originally



Please let us know of the outcome
