iTunes not syncing Voice Memos playlist to my iPhone 6

I am able to sync my voice memos from my iPhone 6(iOS 9.3.1) to my MacBook Pro(2009, El Capitan Version 10.11.4) using iTunes 12.3.3.17, and was,a few weeks ago, able to sync them back to my iPhone so that they showed up in Music. Now, no matter what I do, I can't get my voice memos to show up. I'm wanting to use voice memos in iMovie on my iPhone, but can't unless the voice memos show up in Music. iTunes even shows that they are on my device in my Voice Memos playlist, but it doesn't show up on my iPhone. Is there something I'm missing.

MacBook Pro (13-inch Mid 2009), OS X El Capitan (10.11.4)

Voice recordings should appear in the Voice Memos app. Do you not see them listed there?

They are in the voice memo app, but you can't access them from iMovie. That's the problem.

I have found a work-around for those interested. I clicked on the share icon for the voice memo and emailed the file to myself. I went to the file in my email and long pressed it and was able to open the voice memo in iMovie. Presto, worked great.
