iMovie 10.1.2 (latest version) does not have a function in the app for adding such graphics, nor does it accept third party plug-ins for doing that.

However, you might find Karsten Schluter's article helpful: How to create a pointer or a custom title

Karsten's article provides steps in how to create an arrow or circle, using the Preview app on your computer. Open any still in Preview. Edit/Select All and then Delete (on your keyboard). Then use the Tools/Annotation function of the Preview app to create an arrow or circle. Save as .png. Drag your annotation into your iMovie project. Use the Picture in Picture function of iMovie to overlay the arrow or circle over your video. Unfortunately, you cannot

use the arrow or circle to track a moving figure on a video. You would have to use it on scenes where the figure is moving toward the camera or are being

followed by the camera so the figure is kept central in the scene. Or, you can create a still in your video to insert the arrow to identify the figure.

Karsten's article also mentions other graphics apps.
