I have two itunes accounts. Can I combine them using family sharing? Making my second account part of my "Family".

There is not really a "iTunes Account" there is an Apple ID and there is an iTunes Library...
You cannot merge Apple IDs
You can however merge iTunes Libraries read this previous Community thread on how to accomplish that task....
