I can access my contacts when i want to send a message but if i want to ring them i can't find them.

Contacts can be accessed using the Contacts App, and the Phone App>Contacts.
Are you saying that neither of those selections display your contacts?

Are Contacts restricted?
Check Settings > General > Restrictions

Did you ever have any contacts?
Are you using iCloud?
