I'm using the same charger that came with the Ipad mini--there was no problem with it the last time I used it, and the charger was put back in the box after that charge, so I know it wasn't damaged. I don't want to force it into the socket of the ipad for fear I may damage it.
I would not force it but sometime I have to press a little harder to get mine to fit. If you don't feel that it is proper then I suggest letting an Apple Store test it.
Make sure that there is nothing blocking the port that may prevent the lightning cable from going in.
You can gently move a plastic or wooden toothpick in the port to try to dislodge anything that may be in there. Then use a can of compressed air to blow anything else out.
