How do I get rid of a movie download that is too large to download for my iPhone 6s? Also the gigabytes in my storage are slowly decreasing?

Have you tried a Forced Restart? Hold down the Home and Wake/Sleep buttons at the same time for about 15-20 seconds until the Apple logo appears. You will not lose anything.
