setting up a family from a windows pc

Want to set up a Family Apple music account. I was able to set the first account, Organizer, from a Windows PC. I now need to setup a family group and invite other family members. It looks as though this can only be done from a IOS device. Within the family we have a mixture of formats, I have a Android phone, other members use IPhone's .

Is there anyway of setting up the Family from either a Windows PC or my Android phone?
