iTunes Photo Library on Win 10 PC will not sync to iPad Pro

I am unable to sync photos from iTunes version 12.3.3.17 from my Windows 10 PC to my iPad Pro with the current version of iOS. I worked fine to my iPad Air 2, but the iPad Pro is unable to complete the process.

I would appreciate any assistance available
