The Mac pro uses measured temperature from many places inside the cabinet in a feedback loop to control fans speeds. If data are not available, the only fail-safe solution is to run the fans at maximum speed.

When you buy replacement RAM that does not have the required Apple-approved temperature sensors on board, the fans will run at full speed. Return those for the correct modules and it will all calm down to reasonable speeds again.
