Why does my iphone touch screen act erratically when the phone is plugged in and act fine with the power cord unplugged?

Why does my iphone touch screen act erratically when the phone is plugged in and act fine with the power cord unplugged?

Can it be an app that I downloaded that is messing up my touchscreen and thumb reader when the iPhone is plugged in to a power source?

Oh yes. When the iPhone is plugged in the thumb reader won't reliable unlock the phone, either.

When the charger is unplugged, the phone instantly reverts to "normal" touchscreen and thumb recognition perfomance

Any ideas?
